Burnham-Ward Properties to Acquire Enderle Center in Tustin

The developer behind Costa Mesa’s South Coast Collection and part of the Dana Point Harbor revitalization is planning a mixed-use redevelopment of the Enderle Center that would add 100 for-sale townhomes while preserving and remodeling longtime restaurant tenant Zov’s.

Newport Beach-based Burnham-Ward Properties is acquiring the 60,000-square-foot Enderle Center in Tustin from the original family owners this month.

The site is located on East Seventeenth Street and Enderle Center Drive and is slated for a mixed-use project, named Campo on 17th, with commercial retail spaces and 100 for-sale townhomes.

The deal is expected to close shortly.

Once complete, Burnham-Ward will own and manage the center’s retail components.

The project will include constructing new buildings and remodeling existing facilities, such as the anchor restaurant Zov’s, founded by Chef Zov Karamardian in 1987. The family-owned bistro and bakery will remain open at Campo but will occupy a newly expanded and remodeled space.

“As one of the oldest and original tenants at Enderle Center, we have seen first-hand what it has meant to the community over the years, and in recent years, it has admittedly lost its luster of the past,” the founder’s son and Zov’s CEO Armen Karamardian said in a statement.

While Zov’s is sticking around, some longtime tenants are departing including Crab Cooker, which announced a permanent closure at the end of its lease term in May. El Torito recently shut down its 13,000-square-foot location as well.

“I am anxious to see an experienced group like Burnham-Ward Properties work their magic and create an amazing asset for the city of Tustin,” Armen Karamaradian said­.

Burnham-Ward also plans to reconfigure parking and improve vehicle and pedestrian circulation and landscaping.

“Every new aspect of the site is contemplated to bring the best possible experience to residents, visitors and business owners alike,” Partner Steve Thorp said.

The developer is also behind Paseo 17 and the Long Beach Exchange.

Privately owned for decades

Enderle Center was built in 1977 and has been privately owned by the Enderle family.
Ems Development Co. is the current developer listed on CoStar. Before El Torito closed, the retail center counted 19 tenants, according to CoStar.

According to a 2025 assessment, Enderle Center was valued at around $15 million, or $95.87 per square foot.

The land use change was initially proposed in 2024. The city general plan originally allowed 413 high-density housing units and up to 205,000 square feet of retail until Burnham-Ward requested an amendment to reduce the residencies to a maximum of 100.

“It will provide the city needed housing while preserving retail as the primary use for the property,” Thorp said.

The firm plans to add specialty shops, new culinary offerings, boutiques as well as fitness and wellness concepts to the tenant lineup.

Burnham-Ward aims to start construction before the end of this year, eyeing completion in late 2027.
