Sandra G. Eckhardt has joined Laguna Hills-based Cobalt Business Communications as director of business development to supervise the expansion of new business. She also will support clients in marketing and brand direction.
Laer Pearce & Associates, Laguna Hills, promoted Marissa Espino to account executive. Espino provides public relations services to several accounts, including the Santa Margarita Water District and the Newhall Land and Farming Co. She previously worked as a community reporter for the Orange County edition of the Los Angeles Times.

JBZ Architecture + Planning of Newport Beach hired Janet Caprario as director of finance. Caprario will be responsible for the firm’s financial and cash management activities, including all general ledger and cash flow systems.
Randy Bosch has been promoted to director, healthcare group of Irvine-based Ware Malcomb. Bosch joined the firm in 1999 as senior project architect. He has more than 30 years experience in a variety of projects.

Claudine B. Bachelor has been hired to work in Wells Fargo Private Client Services in Newport Beach. Bachelor will be responsible for business development and trust administration in Orange County.

Fullerton-based BC Human Resources Consulting has promoted Tammy Thompson to client relations manager. Thompson will work with clients, preparing them for employment search.
Santa Ana-based National Water & Power, a utility billing services company, has appointed Randy Lintecum chairman and chief executive. He will be responsible for the overall performance and operational growth of the company.
CONSTRUCTION
The Building Industry Association of Southern California, Orange County Chapter, elected Michael E. Balsamo director of government affairs and Phyllis Alzamora director of public affairs. Balsamo and Alzamora joined the group in January.
James W. Kimble has joined the Northern California office of Costa Mesa-based Andrew L. Youngquist Construction Inc. as senior superintendent. Kimble will be responsible for overall project management, including scheduling, safety and quality control.
Costa Mesa-based HomeAid America has appointed Jeffrey A. Slavin president of the group’s board of directors. Slavin currently serves as principal of Cinnamon Forest LLC, an OC home building company.
FINANCIAL SERVICES
Newport Beach-based Pacific Investment Management Co. has promoted three employees to managing director: James Keller, Raymond Kennedy and Richard MacCoy Weil. Keller, a portfolio manager, serves as the head of the government/derivatives desk and manages the group’s long duration funds. Kennedy is a portfolio manager and a senior member of PIMCO’s investment strategy group. Weil became chief operating officer in August and has been associated with PIMCO’s holding company, PIMCO Advisors LP since 1996.
HEALTHCARE
Micro Therapeutics Inc., Irvine, has named Kenneth Sumner vice president overseeing regulatory/clinical affairs. Prior to joining the company, Sumner was vice president of clinical and regulatory affairs for ATI Medical.

Dirk W. Gaspar has been hired as an attorney by Kring & Brown LLP. Gaspar practices multiparty construction defect defense, employment and general business law. He will work out of the company’s Irvine office.
Sarah L. Catz, has joined the Irvine office of Nossaman Guthner Knox & Elliott LLP as counsel. Previously, Catz worked for the Orange County Transportation Authority, serving as chairman of the board in 1998, and as a committee chairman for finance and administration.

Pro-Dex Inc. has appointed Frank H. Zagar president and chief executive. Zagar has held directorship posts in building, manufacturing and banking companies. He will work out of the company’s Santa Ana office.

John Owen, a principal with Anaheim-based Voit Commercial Brokerage Inc. has been elected treasurer of real estate services company, Corporate Facility Advisors Inc. It is based in Arlington, Va.
Thomas D. Giffin has been named executive director of marketing at Coldwell Banker Orange Coast. Giffin will be responsible for property sales and leasing, investment advisory, corporate advisory, asset and property management and market research services.
