Anaheim-based Opal Concepts Inc. has appointed Janet Harm-ier as corporate controller. She will be responsible for managing the day-to-day operations and personnel issues for the company, which operates Fantas-tic Sams. Previously, Harmier was controller for Motorola Inc.’s Anaheim-based Printrak unit.

Irvine-based The Rokos Group has hired Wayne Cassard, a 20-year human resources veteran. Cassard will be involved in all aspects of the development of new clients and executive searches within the company’s healthcare business.
Kyle Cortez has joined Santa Ana-based J. L. Hare Associates as project manager. Cortez has a background in managing projects and oversees the permit process for several tracts of homes including communities for MBK Homes and Rich-mond American Homes in OC.
Irvine-based PWC & Associates has hired Cindy Adrig as an executive recruiter. Adrig has more than six years experience specializing finance and accounting executive search.
DENTAL
Western Dental Servic-es Inc. appointed Dr. Kimberly Okumura to the company’s dental director, quality management post. She will be responsible for developing, implementing and overseeing Western Dental’s policies and procedures for quality assurance at dental centers in California and Arizona.
ENGINEERING
Cleveland-based The Austin Co. has named John R. Harrington vice president and general manager of the company’s Western region office in Irvine. Harrington will be responsible for the management of the office’s sales, design, estimating, engineering, purchasing, construction and accounting.
INSURANCE
Shannon Tornoe has joined the Irvine branch of Woodland Hills-based Swett & Crawford Group Inc. as financial services broker. Tornoe will be responsible for developing new relationships with retail brokers, expanding existing services and negotiating proposals.
Los Angeles-based Lockton Insurance Brokers Inc. has promoted Mark Carlin to vice president. Carlin is a certified insurance counselor and has been involved in the company’s healthcare performance group, focusing on the long-term care market.
Additionally, Lockton has named John Racunas vice president. Racunas focuses on commercial insurance and risk management issues. Carlin and Racunas will work out of the group’s OC offices in Irvine.
MARKETING
Donna Murray has been hired by the Wahlstrom Group’s West Coast arm to oversee client services from the agency’s Irvine office. Prior to joining the Wahlstrom Group, Murray served as vice president of sales and operations at the O’Connor Agency in Long Beach for 14 years.
Irvine-based BDS Mar-keting has named Jeffrey Sopko vice president, human re-sources. Sopko will be responsible for all “people services,” including strategic management, employment, training, organizational development, compensation / benefits and risk management. Additionally, the company has promoted Randy Schrock to vice president, operations. Schrock will be responsible for overall operational performance and account profitability.

Dina Gartland, senior business development manager and associate with Irvine-based geotechnical consulting firm, Leighton and Associates, has been re-elected as chair of the Huntington Beach Public Works Commission. Gartland oversees the seven-member commission which makes recommendations to the City Council.
REAL ESTATE
Sterling McGregor has joined Santa Ana-based Passco Real Estate Enterprises Inc. as vice president of financing and acquisitions. McGregor will oversee the firm’s acquisition and financing of California industrial properties for investors and property owners. He has more than 20 years of experience, including managing institutional portfolios for CB Richard Ellis Services Inc. and Wells Fargo & Co.

Afsaneh “Sunnie” House has been elected the 2002 National Vice President of the Women’s Transportation Seminar, an organization dedicated to improving public and private transportation through the achievement of women. House is senior vice president and regional manager of the Anaheim-based Willdan Group and is responsible for the San Diego region. She has more than 18 years experience managing, planning and designing transportation projects.
