Be Well OC Names Franks as CEO

Army veteran to lead expanding mental health organization

Be Well OC, which is trying to improve people with mental health issues in Orange County, announced Huntington Beach resident Phillip Franks as chief executive officer.

Franks most recently served as the CEO of OC Specialty Health & Hospitals, where he led two new hospital projects.

“Phil’s notable career has prepared him to develop the skills and competencies needed to lead a diverse and dynamic team in a new paradigm of high-quality behavioral health care and service delivery for this community,” said Dr. Richard Afable, chair of the Be Well board.

Before his work in Orange County, Franks served as chief operating officer of the Los Angeles County Department of Health Services, the nation’s second-largest municipal health system. He also spent 18 years in the U.S. Army, rising to become chief administrative officer of the 40th Infantry Division.
