County Names New Public Works Director

Shane Silsby will take over as a director of County of Orange’s Public Works agency on Nov. 4.

The position had been vacant for a more than a year after former director Jess Carbajal left last July under a cloud of controversy stemming from accusations that one of his subordinates committed sexual assaults on coworkers.

Silsby previously was deputy director and deputy city engineer of street transportation for the City of Phoenix. His experience also includes stints in Lansing, Mich., where he worked as a division head for the city’s transportation and parking department.

“Shane brings with him a broad perspective and strong knowledge of best practices in public works and land use planning,” said County Chief Operating Officer Mark Denny in a news release. “In 2012, he was recognized by the Engineer News-Record Southwest Region as one of the ‘Top 20 Under 40’ in the engineering and construction industry.”

OC Public Works is responsible for road construction and maintenance in the unincorporated areas of the county. The agency also operates and maintains more than 350 miles of flood control channels in Orange County.
