Irvine-based Caliber Collision Centers promoted John Walcher to vice president of corporate development and governmental affairs.
FINANCE
Orange County Teachers Federal Credit Union appointed Andrea Blais vice president of the secondary marketing, mortgage lending department.
Jefferson Wells International appointed Debbi Frazier operations director for Southern California. Wells will work out of the Irvine office, as well as the San Diego and Los Angeles offices. Tom Schortmann was appointed business development manager.
TD Service Financial Corp. promoted Sandi Medina to president and chief operating officer. Pat Dobiesz was promoted to executive vice president. Dobiesz has been with TD for 29 years. Rhonda Crofford was promoted to senior vice president and Kelly Ashcraft was promoted to vice president.
HEALTHCARE
Martie Higgins joined flexScan Inc. as director of provider services. Higgins will oversee quality control of the imaging center provider network.
INSURANCE
Pacific Life & Annuity Co. promoted Kevin LeBlanc to vice president of sales for the group insurance division. LeBlanc has been with the company since 1991.

Allen, Matkins, Leck, Gamble & Mallory LLP elected Sandra A. Jacobson to partner. Jacobson practices real estate law.

Open Minds Agency appointed Jennifer Matsler media associate.
Vertis Inc., a provider of technology-based marketing and advertising, appointed Mac Stroup national director of creative services. Stroup will manage ZOOM180 studios in Irvine, as well as Atlanta and Dallas.
NONPROFIT
Tina Haworth, who serves as marketing director for an Orange County plastic surgeon, has been named to the board of the Rancho Santa Margarita-based Bell Tower Foundation, an organization raising funds to build and operate a Southeast Orange County community center.
SERVICES
Lloyd R. Miller joined RSM McGladrey Inc. as director of business development for Orange County.
McDermott & Bull Executive Search appointed Craig B. Lipus to the position of principal consultant. Lipus will focus on technology, telecommunications, software, manufacturing and services clients.
TRANSPORTATION
The Orange County Transportation Authority appointed Richard J. Bacigalupo assistant chief executive officer. John D. Byrd was appointed director of rail activation and operations. He will coordinate planning, construction, aviation and operation of OCTA’s planned CenterLine light rail system.
