Newport Beach-based Hoag Hospital Found-ation elected four officers: Robert E. Callahan, a local attorney, as chair; Jim Madden, founder and former chief executive of Exult Inc., now part of Hewitt Associates Inc., as vice chair; Kenneth L. Beall, a real estate developer, as treasurer for the third year; and Gail Kirwan as secretary.
Thomas G. Frinzi was promoted to the newly created position of chief operating officer at Irvine-based Refractec Inc., an eye device maker. He will oversee the company’s global operations.
Orange County Hospitalist Physicians Inc., an affiliate of Irvine-based Monarch Healthcare A Medical Group Inc., promoted Mark G. Talavera to associate medical director from senior vice president of sales and marketing.

Santa Ana-based First American Corp. reappointed George L. Argyros as board member. Argyros is chairman and chief executive of Arnel & Affiliates in Costa Mesa and general partner in Westar Capital LLC. Argyros served as a First American director before being appointed as ambassador to Spain in 2001. Evan Jafa was promoted to the newly created position of chief technology officer from chief technology officer of the property information group. Jafa will be responsible for the corporate information technology group.
Cindy Burger was added as director of asset services at the Irvine office of Cushman and Wake-field Inc., where she will be responsible for properties in OC and San Diego.
