Gordon C. Nelson has been appointed vice president and banking officer of the Brea branch of Citizens Business Bank. Pre-viously, Nelson was vice president and relationship manager at California Bank & Trust and vice president at Manufacturer’s Bank.

Garden Grove-based Money Mailer LLC has promoted Dennis Jenkins vice president of licensing. Jenkins joined the company in 2000 as director of franchise licensing. He will direct Money Mailer’s corporate and regional licensing efforts.
The American Society for Training and Development, Anaheim, has named Toni Johnson president. Johnson is president of Change Works, a management training and development company.
CONSTRUCTION
Chris Maslyk has been hired as director of project planning at Irvine-based R.D. Olson Con-struction. Maslyk will oversee the development and management of project schedules, conceptual planning and scheduling of pre-construction services and training and technical support of software and systems.
HEALTHCARE
Mission Hospital Foundation, Mission Viejo, has named Kate Keena chairperson and named three board members to its founders’ annual support group. Keena is president of Keena Communications, Mission Viejo. Named to the board were: Horacio Antonielli; general manager of Frank’s Irvine Subaru; Beth Schimmel; current foundation board of directors member; and John M. Fowle partner of Mission Viejo’s Mission Pediatric Dentistry.
Children’s Hospital of Orange County, Orange, hired Denise Almazan as public relations manager. Prior to joining the hospital, Almazan was associate communications manager for Smart & Final Inc., where she was responsible for public relations and corporate communications.
MANUFACTURING
Kristin Starr has been appointed vice president of sales for Foothill Ranch-based Zyliss USA, a kitchenware manufacturer. Starr’s background includes sales and marketing management positions with Mattel Inc. and Texas Instruments Inc.

Camp Fire USA Orange County Council, named Donna Fleming the group’s executive director. Fleming joins the group after a 13-year career at the AIDS Services Foundation in Orange County.
Peter Major has been appointed executive director of Santa Ana-based Habitat for Humanity of Orange County. Recently, Major was executive director of San Diego Neighborhood Housing Services and is past president of the Orange County Community Housing Corp.
Bob McKnight, president and chief executive of Huntington Beach-based Quiksilver Inc. has been named chairman of the Ocean Institute’s eighth Annual Golf Classic & Gala committee. Proceeds will benefit the Ocean Institute, Dana Point, a nonprofit group dedicated to increasing awareness and understanding of the marine environment.
PERFORMING ARTS
The Orange County Performing Arts Center, Costa Mesa, has elected Thomas T. Tierney chairman designate. Tierney will stand for formal election as center chairman and chief executive officer in July. Additionally, the center appointed David E. Blackford to serve a three-year term on its board of directors. Blackford is chairman, president and chief executive of California Bank & Trust.

Mark W. Gilmore has been appointed market director of Houston-based eRealty.com. Gilmore will lead operations in Southern California. Previously, Gilmore was general sales manager for Century 21 Prestige Properties and marketing director for the Beverly Hills Greater Los Angeles Association of Realtors.
RESTAURANT
Newport Beach-based Ruby Restaurant Group has named Tammy Collas director of training at Ruby’s Diner. Collas will be responsible for creating and implementing training systems for employees and management and preparing staff for new store openings. She also will oversee trainer certification programs.
RETIREMENT
The Orange County Employees Retirement System has elected Reed Royalty vice chairman. Royalty has been on the board since 1988. Previously he has served as executive vice president of TCS Governmental Consulting.
TECHNOLOGY
Irvine-based Newport Corp. named Kevin T. Crofton vice president and general manager of Newport’s fiber optics and photonics division. Previously, Crofton served as general manager of Fremont-based LAM Research Corp.’s chemical mechanical planarization/clean products group.
Bob Blair rejoined Lake Forest-based Western Digital Corp. as vice president, investor relations. Previously, Blair was head of Bob Blair Associates, an investor relations counseling firm. Prior to that, he served as vice president, investor relations, of Western Digital from 1989 to 2000.
UTILITIES
Jim Mizell has been elected president of the Santa Margarita Water District board of directors. Mizell is the chief financial officer for Koll Construction LP and will serve as president for the second time. The water district is Orange County’s second-largest.
