Mark M. Foreman, Ph.D. was appointed senior director of research at NeoTherapeutics Inc., Irvine. Foreman comes to NeoTherapeutics from Eli Lilly and Co., where he was program chairman for 16 years.

Insurance

Safeco Select Insurance Services promoted Claudia G. Walker to vice president. Safeco, Santa Ana, provides hazard insurance outsourcing, tracking and processing for mortgage lenders.

Law

Jacqueline E. Cowden joined the Irvine office of Arter & Hadden LLP. Cowden will practice in the corporate and securities group with an emphasis on corporate financial transactions.

The Irvine office of Snell & Wilmer LLP expanded its product liability, commercial litigation, real estate and commercial finance practice groups by hiring partner Joseph L. Coleman and associate attorneys Terri Esparza and Elizabeth Vanis.

Friedman, Peterson & Stroffe added Robert Gerard to represent employers in cases involving wrongful discharge, sexual harassment, implementation of personnel policies and practices and other employment issues.

Manufacturing

Burkert USA, Irvine, named Andrew Harris to the newly created position of vice president of marketing. Harris is responsible for new business development throughout the U.S.

Public Relations

Lages and Associates, Irvine, appointed Kerry Schneider senior communications strategist. In her new position, Schneider will handle account management, strategic planning and media relations.

Nonprofit

Delene Garbo joined HomeAid Orange County, Irvine, as its in-house public relations and communications manager. Prior to her work as a consultant, Garbo was public relations director for Multi-Media Advertising in Palm Springs.

The Fieldstone Foundation, a nonprofit endow- ment organization in Newport Beach, appointed David R. Langlois president. The foundation is the charitable affiliate of the Fieldstone Group of Companies.

Real Estate

Western Pacific Housing Orange County Division, Irvine, appointed Mitchell G. Bradford to vice president of forward planning and acquisition. Prior to joining Western Pacific, Bradford held senior management positions with Bank of America, Kaufman & Broad and Ryland Homes.

Lake Forest-based Professional Community Management Inc. promoted Tanya McElhaney to general manager of Costa del Sol Homeowners Association in Mission Viejo and Tim Taylor to general manager of Sun Lakes Country Club in Banning.

Twenty-three-year real estate veteran Chris Sausser rejoined the Newport Beach office of Grubb & Ellis Co. as a senior vice president with the office services group.

Tony Occhino joined Richmond American Homes as director of land development for projects in Orange, San Diego, Riverside and San Bernardino counties. He comes to Richmond American from SunCal Companies, where he was construction manager. Occhino will report to Robert Shiota, president of the company’s Irvine-based Southern California division.

Christopher Payne joined the Southern California operations of AvalonBay Communities as development director. Based in the company’s Newport Beach corporate office, Payne is responsible for AvalonBay’s development efforts in Orange and San Diego counties.

Retail

Autobytel.com, Irvine, hired Joseph Corey as its director of dealer and manufacturer relations. The company also promoted Rob Lange to national director of dealer training and Anthony Rinaldi to national sales director.

El Pollo Loco, Irvine, appointed Ray Chandler director of facilities, Edward Holman controller, Wendy Jacobson director of information technology and Stephen Lash director of supply chain management.

Bridgford Foods Corp., Anaheim, appointed John Simmons and Dan Yost vice presidents. Simmons will be responsible for the sales and marketing of all Food Service Frozen Dough products and Yost will be responsible for the sales and marketing of Bridgford Retail Frozen Dough products and all sandwich products.

Westfall Interior Resources made David Prosser its new president. Prosser has 25 years of experience in the office furniture industry and was previously a dealer principal within the company.

Technology

Tony Piraino was promoted to vice president of sales at eSAT Inc., Fountain Valley. Piraino joined eSAT earlier this year as national sales manager.

NetStrike Worldwide, Irvine, appointed Neil Snyder director of corporate development. Snyder comes from Cap Gemini, Ernst & Young’s global development group.

Utilities

Mesa Consolidated Water District, Costa Mesa, named Jerry Baldwin water operations manager. Baldwin, who has 25 years of experience in the water utility industry, will oversee water distribution and production while also managing mechanical and facilities maintenance.
