Robert Corbin and Peter Lee were named partners at Windes & McClaughry Accountancy Corp. in Long Beach. Corbin was named a partner in tax and accounting services and oversees the Irvine office. Lee was named a partner in audit and assurance.

Newport Beach-based HeilBrice added Nicole Shaner as art director. Shaner previously served as an art director at BBDO in New York where she produced campaigns for PepsiCo Inc. and Cingular Wireless LLC.
Irvine-based Maricich Advertising and Com-munications hired Tara Lindeman as an account coordinator. Prior to joining, Lindeman was a graphic design intern for Unisys Corp., where she developed logos and designed packaging materials.
CONSULTING
Scott Hine was named president of Sapphire Consulting Services Inc., a unit of Huntington Beach-based Quintek Technologies Inc. Hine previously served as vice president of Quintek, where he oversaw Sapphire Consulting for more than a year.
EMPLOYMENT
Priority Business Ser-vices, a recruitment company in Irvine that focuses on manufacturing and administrative and clerical staff, promoted Rick Wilson to executive general manager, director of operations. Wilson joined the company in 2003 as service manager in light industrial.
HEALTHCARE
Andrea Lee Small-Howard was named manager of research and development at Tustin-based AMDL Inc., a developer and marketer of tests for early cancer detection. Small-Howard previously served as assistant researcher and research assistant professor in the department of cell and molecular biology at the University of Hawaii at Manoa.
Hoag Memorial Hospital Presbyterian in Newport Beach added Jack Cox as chief quality officer. Cox most recently served as group vice president and chief medical officer at Premier Inc., a healthcare alliance of more than 1,500 nonprofit hospitals.
LAW
Steven Otto joined Latham & Watkins LLP’s Costa Mesa office as counsel in the firm’s finance department and real estate practice group. Otto previously was a partner at Luce, Forward, Hamilton & Scripps LLP in San Diego where he was a member of the real estate practice group for six years.
MEDIA AND MARKETING
The following were elected to the KOCE-TV Foundation executive board: Jo Ellen Allen, director of public affairs for the southern region of Southern California Edison Co., as chairwoman; vice chairman Jerry Cwiertnia, president of PolyTak Protection Systems Inc.; vice chairwoman Betty Mower Potalivo, president of Northern Trust Bank; secretary Mary Lyons, Orange County community leader; and treasurer Todd Hollander, president of community banking, California National Bank.
RiechesBaird, an Irvine-based brand, marketing and business consulting firm, added Lesa Smith as senior brand manager. Smith previously served as a senior account manager at Strata-Media and worked with the Orange County Department of Education’s Ameri-Corps program.
REAL ESTATE
Keystone Pacific Property Management Inc., an Irvine-based property management company, named Anna Steele as community association manager. She is based in Keystone’s Temecula office.
Developers Diversified Realty Corp. hired Cynthia Taylor as general manager for the Buena Park Downtown shopping center. Taylor previously was general manager for Laguna Hills Mall, an assistant manager for Fashion Valley Center and operations manager for Neiman Marcus in San Diego.
TECHNOLOGY
Don Allen joined as vice president of corporate communications at Mission Viejo-based Incuity Software Inc., a developer of software for manufacturers. Allen is the founding partner and principal of investor and public relations firm the Allen Group in Laguna Hills.
Gina Heng joined Mitsubishi Electric & Electronics USA Inc. as senior manager, marketing, in the photovoltaic division. Mitsubishi Electric & Electronics is based in Cypress.
