Newport Beach-based Taylor & Associates Architects named Randy Regier president. Regier joined the company in 1994 as a design architect and has been a principal for more than six years. He is overseeing construction of the new Women’s Pavilion at Hoag Memorial Hospital Presbyterian.

Jill Kessler Yamamoto was named vice president banking officer of Citizens Business Bank’s Katella Business Financial Center in Orange. She has more than 25 years of banking experience and previously served as vice president, relationship manager at First Bank & Trust.
HEALTHCARE
Karen Testman was named senior vice president of financial operations for Memorial Health Services Inc. She will oversee the Long Beach-based hospital operator’s departments of materials management, reimbursement, corporate support and other areas for its five Orange and Los Angeles County hospitals. Testman previously worked as chief financial officer for Memorial’s Orange Coast Memorial and Saddleback Memorial hospitals.
INSURANCE
Lifestyle Insurance Services Inc. in San Juan Capistrano named Judy Hoyt Pettigrew director of marketing. She previously owner her own marketing firm, WOW! Unlimited Inc. Pettigrew is an author and spokesperson for long-term care issues.
MARKETING
George Pappas joined Tustin-based Hilary Kaye Associates Inc. as a public relations specialist. Pappas previously worked as a media relations manager at Aliso Viejo’s neoBrands Inc., which closed its doors last year.
NONPROFIT
Michael Schlesinger, land group vice president for Newport Beach-based Lennar Partners, a unit of Miami-based LNR Property Corp., was named president of the board for HomeAid Orange County, a charity arm of the Building Industry Association. HomeAid builds and renovates homes for homeless groups.
Fountain Valley resident Marie Blash was chosen to chair the 2004 Susan G. Komen Luncheon & Fashion show. Blash has been involved with the foundation for more than nine years.
REAL ESTATE
Irvine-based Standard Pacific Corp. promoted Andrew H. Parnes to executive vice president, finance and chief financial officer. Parnes joined Standard Pacific in 1989 as controller. He was appointed to vice president, finance in 1997 and senior vice president, finance in 2001. Parnes was elected to Standard Pacific’s board in 2001. The homebuilder also named Clay A. Halvorsen executive vice president. Prior to joining Standard Pacific, Halvorsen acted as outside counsel to the company. He practiced law with Gibson, Dunn & Crutcher LLP, where he was named partner in 1995. And Standard Pacific promoted Jari L. Kartozian to senior vice president. Kartozian has been with the company for 22 years and most recently served as vice president.
NAI Capital Commercial Real Estate Services Inc. in Newport Beach named Steve Sanders vice president, investment division. Sanders previously worked for Grubb & Ellis Co., where he specialized in investment sales.
Darren M. Hamilton joined Charles Dunn Co. as managing director in the office properties group in Seal Beach. He will specialize in office leasing and sales. Prior to joining Charles Dunn, Hamilton worked for Cushman & Wakefield Inc. Thomas K. Arai joined Charles Dunn as regional vice president for the Newport Beach office. Prior to joining Charles Dunn, Arai was the managing director of national accounts for Insignia/-ESG Inc., which was bought by CB Richard Ellis Inc. last year.
