The Orange County Transportation Authority approved an agreement with the city of Santa Ana for a light-rail streetcar from the city to Garden Grove.
The authority would pay to build and maintain the $250 million project, which still needs federal approval and property rights of way to proceed.
The line, which would stretch four miles and have 12 stops, is tentatively scheduled to begin service in 2019.
