The City of Tustin has selected Almquist to develop a mixed-use center with retail, restaurant and residential components on a 52-acre site at the corner of Red Hill Avenue and Warner Avenue by the Flight office campus. Â
The San Juan Capistrano-based developer entered exclusive negotiations with Tustin on March 17 to either acquire or lease the city-owned land after a selection process that included 11 other development proposals, according to city filings. Â
The proposed development is located within the 1,600-acre Tustin Legacy Specific Plan, which includes The District shopping center, Flight, the Irvine Business Complex and more than 4,000 residences. Â

Additional details about the project will be released as planning progresses, according to Almquist and the city. Tustin worked with CCP Real Estate Advisors & SRS Real Estate Properties to select the developer. Â
Almquist is also behind The Canopy at Great Park retail center in Irvine, which is slated to open in late 2026.
