Virginia Eyes 2 Competing Toll Road Plans for I-95

Virginia on Thursday chose two competing plans for widening Interstate 95 from the Washington, D.C., area to the southern part of the state, a $407 million proposal by Clark Construction Group and a $1 billion proposal from Fluor Corp.
