CALIFORNIA’S BUSINESS CLIMATE
Survey of 287 corporate executives nationwide by Development Counsellors International.
California’s business climate has worsened over the past three years, according to those surveyed. Fifty-seven percent of the executives ranked California’s business climate as being one of the three worst in the country, putting the state far ahead of New York (36%) and Massachusetts (18%) for having the worst business climate in 2002. The last time the survey was conducted, in 1999, only 25% of the executives identified California as having one of the three worst business climates; that still placed California as second worst among all of the states, but California back then also was identified by 22% of those surveyed as having one of the best business climates, the second-highest showing by any state. This time around, California did not place in the top five for having the best business climate. Texas ranked as having the best business climate in both the 2002 and 1999 surveys.
