Bryan Lipinksi joined Haskell & White in Irvine. Before joining the firm, Lipinksi was with Ernst & Young LLP where he managed tax activities.

Gillings & Associates hired Dennis Edgett as senior project architect. Edgett is a licensed architect in California and has worked in the profession since 1979.

Quantum ATL in Irvine named Robert Pickell vice president of marketing. Pickell was general manager and vice president of marketing for Escrow.com before joining Quantum.
Aliso Viejo-based Elario Inc. named Martin Weel president and chief technical officer. Mark Townsell was named vice president of research and development, and John Reynard was named chief operating officer.
The Fieldstone Group of Cos., Newport Beach, appointed Kenneth Beall, David Bryant and Richard Gochnauer to its board. Beall is co-founder of Bridge Partners in Newport Beach, Bryant is a real estate portfolio manager and Gochnauer is a vice chairman and president of Golden State Foods.
GOVERNMENT
The Orange County Transportation Authority hired Olga Gonzalez as clerk of the board. Gonzalez previously worked for the city of South Gate for more than 12 years.
HEALTHCARE
Western Dental Services in Orange appointed Jay Berger director of recruiting. Berger, a managing dentist at Western Dental, is a member of the American Dental Association and Rotary Club International of Anaheim and volunteers for the Ayuda Foundations, which provides dentistry to underprivileged children in Orange County.
INSURANCE
Kevin Astrup joined Hartford Life Insurance Cos. as an account executive. Before joining the company, Astrup was vice president of iBenefits/Ultralink. The Carlsbad company also hired Bianca Holder as an account executive. Previously, Holder was senior account manager with Aetna U.S. Healthcare.
Yates & Associates promoted James Hippard to president and chief operating officer. The firm also hired Barbara Parker-Hatch as vice president of operations, Susan Treen as vice president of MIS, Chiarina Hammell as vice president of administration and human resources, and Marion Waite vice president of accounting.
