Nadel Architects Inc. has promoted Joan Frei and Michael Leberman to associate vice presidents in the company’s Costa Mesa office. Frei has served as director of marketing for the firm’s retail division since 1999. Leberman, currently working on development of the Renaissance project in Corona, joined Nadel’s Orange County office in 2000.
Tracy Kuhar-Chandler has been appointed manager of business development for BSW International Inc.’s Irvine office. Kuhar-Chandler will be responsible for marketing and business development throughout the West.
CONSTRUCTION
Pablo Leon was hired as project manager by Western Pacific Housing. He will manage the company’s infill projects for Orange County and the Inland Empire. Leon will monitor overall progress, preparation and achieving budgets and schedules at various sites. He also will meet with government agencies and executive management, as well retain and manage the consulting team to meet project objectives.
CONSULTING
Costa Mesa-based BonTerra Consulting has expanded its services to include cultural resources management. The company’s new division will be headed by archeologist Richard Shepard. Additionally, BonTerra added four principals to its management. Ann Johnston (biological services), Christina Andersen (environmental services), Dana Privitt (environmental and planning services) and Melissa Howe (habitat restoration services) Each has been with the firm since inception.

Cogent Healthcare Inc. of Laguna Hills appointed Tim O’Leary vice president of physician services. He will be responsible for developing Cogent’s hospitalist networks and providing management services for Cogent’s contracted medical groups. Also, Richard Russell has been named senior vice president of information technology and business planning. Russell will lead the development and implementation of Cogent’s technology, software, voice data services, reporting systems and business planning programs.

Dr. Christopher Coulter has rejoined the board of directors of Costa-Mesa-based UltraLink, a provider of outsourced employee benefits administration. Coulter has held several positions with UltaLink including chief executive and chairman. Coulter currently heads Newport Associates LLC, which provides professional services to insurers, employers and healthcare organizations.

Dodge, Warren & Peters Insurance Services Inc. of Orange has promoted Judy Betts from customer service manager to account executive. Betts has been with DW & P; for 15 years and has 22 years experience in the industry.

Kring & Chung LLP has promoted Ross E. Shanberg to partner in the firm’s Irvine office. Shanberg’s practice includes general business and employment litigation, with an emphasis on handling claims for wrongful termination, breach of contract, harassment and discrimination. He joined Kring & Chung in 1999.
Rutan & Tucker LLP of Costa Mesa has added Ron Oines as a partner in the firm. Oines previously worked at Morrison & Foerster LLP and has experience in litigation and intellectual property practice. His areas of expertise include patent, trade secret, trademark, copyright, right of publicity, unfair competition, defamation, real estate, insurance contract and warranty disputes.
Jonathan Werner, a graduate of Duke University, as joined the Irvine office of Fisher & Phillips LLP. Fisher & Phillips represents employers in labor and employment law matters.

Irvine-based Keystone Property Management Inc. has added two employees to its staff. Cherice Miyamoto joins Keystone as a new project development associate. She will be involved in the management of new associations in OC. Leia Marie Ciscarra joins Keystone as an associate community association manager. Ciscarra will be involved in new association management in the Newport Beach area.
The California Association of Community Managers presented its “Lifetime Achievement” award to Robert Figeira, general manager of Woodbridge Village Association in Irvine. Figeira has been an association manager for 35 years. He has served as general manager for the Woodbridge Village Association since 1977.
