EDUCATION

Santa Ana’s Orange County Small Business Development Center, which offers training and educational seminars, added Alicia Maciel and Elisabeth Pechs as free/low-cost business consultants. Maciel serves as principal consultant for MacZap Corp., specializing in business plan writing and strategic planning for small businesses and nonprofits. Pechs owns Mizton, a marketing firm. Her clients include CMY Multimedia, Orange County Presidents Council and Women in International Trade Development.

ENGINEERING

Irvine-based civil engineering company Hall & Foreman Inc. appointed Robert Kilpatrick, Mike Partenheimer and Kelly Teenor as associates. Kilpatrick is a project director and a civil engineer and registered traffic engineer. Parten-heimer is the corporate computer-aided design manager. Teenor is director of marketing.

FINANCE

CDC Small Business Finance, a nonprofit Small Business Admin-istration lender, hired Mark Hogan as a commercial loan officer. Hogan has 25 years of experience in commercial real estate lending.

FOOD

Richard Campos was promoted as executive chef of New York Food Co.’s Irvine location. Campos was with New York Food for 10 years as sous chef/kitchen manager. The company specializes in catering and event design.

GOVERNMENT

The city of Huntington Beach appointed Joyce Zacks as deputy city treasurer. Zacks previously was director of treasury for Cypress-based PacifiCare Health Systems, now part

of Minnesota’s United-Health Group Inc.

NONPROFIT

The Speech and Language Development Center, a nonprofit special education school in Buena Park, named Patricia Wright as president of its board. Wright is a franchise owner of two Liberty Tax Service offices. She also heads a commercial real estate property management firm.

REAL ESTATE

Bixby Land Co., a real estate investor and developer based in Newport Beach, hired Greg Gilroy as vice president of asset management. Gilroy has more than 23 years of real estate experience, specializing in leasing, management, disposition and acquisitions of office and industrial buildings.

Costa Mesa-based Essex Realty Management Inc. added Craig Ersek as vice president. Prior to joining, Craig was a director at CB Richard Ellis Group Inc.

SECURITY

Universal Guardian Holdings Inc., a Newport Beach-based provider of security products and services, appointed Randall Jones as chief financial officer. Jones has more than 29 years of financial, accounting and operational management experience.

TECHNOLOGY

Mark Murphy was appointed chief executive of Pro-Dex Inc., a product development and manufacturing company in Santa Ana. Murphy joined the company’s board in 2002 and is chairman of the audit committee.

Universal Electronics Inc., a remote control maker in Cypress, hired Mark Kopaskie as senior vice president and general manager, U.S. operations, and promoted Bryan Hackworth as vice president and chief financial officer. Kopaskie previously was president and chief executive of Packaging Advantage Corp. and was at Universal Electronics earlier in his career as executive vice president and chief operating officer. Hackworth joined the company in 2004 and formerly was chief accounting officer.

TOURISM

The Anaheim/Orange County Visitor & Convention Bureau names Gina McQuade as convention sales director. She formerly was tourism development manager for four years.
