BANKING

Bank of Orange County, a unit of Northern California’s Placer Sierra Bank, hired Mike Stafford as vice president and manager of its Anaheim office. Stafford previously was vice president and district manager for Irvine’s Commercial Capital Bank, now part of Washington Mutual Inc.

CONSULTING

The Planning Center in Costa Mesa added Peter Garcia as director of the site assessment services team. Mark Tomich was hired as a planner on the community planning and design team. Valerie Watson, a community planning and design team member, received a Leadership in Energy and Environmental Design Accredited Professional designation. She now will be an expert on “green” building practices.

EDUCATION

South Orange County Community College District board of trustees named Andreea Serban as vice chancellor of technology and learning services. Prior to joining, Serban was associate vice president of information technology, research and planning at Santa Barbara City College.

Jaimee Niles was named chief development officer for the Irvine Public Schools Foundation. Niles previously was a marketing and development consultant.

FINANCE

Wilmington Trust FSB California, an affiliate of Wilmington Trust Corp., hired Kenneth Feinfield as managing director and senior fiduciary adviser. Feinfield oversees personal trust administration services in Wilmington’s Costa Mesa office as well as Los Angeles.

HEALTHCARE

Irvine-based Cogent Healthcare Inc. named Eric Siegal as regional medical director, Midwest/West Minneapolis. Siegal is an attending medical staff at the University of Wisconsin Hospital and Clinics. He also is on the faculty and is a co-director of the hospitalist program at the University of Wisconsin Medical School.

HOTEL

Sunstone Hotel Investors Inc. in San Clemente, an owner of hotels, promoted three people. Jon Kline was appointed president. Kenneth Cruse was promoted to senior vice president of finance. Marc Hoffman was named senior vice president of asset management. They are set to assume the positions in January.

HUMAN RESOURCES

MullinTBG, a provider of executive benefit plans, promoted Anne FitzGerald to executive vice president at its Newport Beach office. FitzGerald joined the company in 2000.

LAW

Costa Mesa-based Rutan & Tucker LLP hired Paul Schmid-hauser as senior counsel in real estate. Schmidhauser previously was vice president and regional counsel of Citicorp North America Inc.

NONPROFIT

Michael Halpern was appointed president and chief executive of Mission Viejo-based Heritage Pointe, a Jewish home for the elderly in Orange County and Long Beach. Prior to joining, Halpern was associate vice president of development at the Orange County Performing Arts Center.

Santa Ana-based WisePlace, a transitional shelter that provides affordable housing and other services for homeless women, added three members to its board: Susan Cameron, Ron Moreland and Meg O’Toole. Cameron is vice president of healthcare services for Monarch HealthCare. Moreland is chief administrative officer for St. Joseph Heritage Health Care Network Support Services. O’Toole is president of the O’Toole Group. She previously was on the board from 1999 to 2005.

REAL ESTATE

Jeffrey Bitetti was appointed executive vice president of Irvine-based Bacchus Development, a commercial developer of small office buildings for sale. Bitetti previously was vice president of Nexus Cos. He has 20 years of experience in Orange County commercial real estate.

Studley Inc., a commercial real estate brokerage representing tenants, promoted Kelly Givens to executive managing director based out of Irvine. Givens formerly was senior managing director.

RESTAURANTS

Tom Norton joined BJ’s Restaurants Inc. in Huntington Beach as chief human resources officer. Norton previously was senior vice president for human resources at American Golf Corp. He replaces Bill Streitberger.

TECHNOLOGY

Irvine-based Lantronix Inc. hired Brian Campbell as senior vice president of operations. Prior to joining, Campbell was vice president of materials for Lake Forest-based Western Digital Corp. Lantronix makes servers that allow electronic devices, such as bar code scanners, point-of-sale terminals and automated teller machines, to be accessed and controlled via the Internet and across local area networks.

TOURISM

Newport Beach Conference and Visitors Bureau added three national sales managers: Erica Condon, Michelle Carlen and Hera Boyoglu. Condon previously was at the Hilton San Diego Resort. Carlen previously was at the San Diego North Convention and Visitors Bureau. Boyoglu was corporate group sales manager at Mandarin Oriental Hotel San Francisco.
