Scott Beck joined Costa Mesa-based Andrew L. Youngquist Construction Inc. as project manager. Beck will oversee the construction of the apartment communities of Villa Paloma in San Juan Capistrano and Kimberly Park in Victorville.
Edward A. Steiner, director of geology at Leighton and Associates, Irvine, was made a principal by the company’s shareholders. Steiner worked on the Foothill Transportation Corridor, Eastern Transportation Corridor, Portuguese Bend Landslide, and the 2,000-acre planned community Foothill Ranch.

Irvine-based E-Commerce Exchange appointed Gaurang Desai to the company’s board of directors. A senior investment banker with background in e-commerce and technology, Desai is an independent consultant currently working with several companies in the e-commerce arena.
Dennis Harrison joined California Mortgage Alliance of Capistrano Beach, as vice president of the company’s builder division of San Clemente. Prior to joining California Mortgage, Harrison was president of Builders Sales Corp.

Michael Gault and Bebe Shaddock were elected to the board of directors of Saddleback Memorial Foundation. Gault serves as a cardiac and internal specialist at South Orange County Cardiology Group in Laguna Hills. Shaddock is chair of the Saddleback Memorial Foundation’s Major Gifts Committee and a retirement counselor at the Renaissance Regency retirement community in Laguna Woods.

The board of directors of Environmental Industries Inc. named Thomas Donnelly president and chief operating officer of Valley Crest Landscaping Inc. and its wholly owned subsidiary, Valley Crest, Irvine. Jones Lang LaSalle named Herbert Hafter director of tenant representation activities in Orange County. Hafter will also be managing the firm in San Diego County.
Phil Fridd joined Lee & Associates as a principal broker in the company’s Orange office. He was also elected to the board of directors. Fridd was a part of Irvine’s Cushman & Wakefield as well as Ashwill Associates Commercial Real Estate before joining Lee & Associates.
