(naming credit negotiable) Built tough: Scott Baugh,lobbyist and chairman of the OC Republican Party,has run-ins with interest groups all of the time. But not this way: He was driving a minivan on the two-lane Garden Highway in Sacramento recently when a California Farm Bureau Federation vehicle suddenly pulled off the road and proceeded to make a U-turn in front of him. Baugh swerved to avoid the vehicle but still hit it, sending both cars plunging down an embankment. Baugh and the other driver were banged up but not seriously hurt. The other driver, a federation employee, was stunned,less from his injuries than from finding out who Baugh was: “I think he’s a Republican,” Baugh said. A Sacramento cop arrived at the scene, but Baugh said he opted not to file a police report in order to spare the other driver a citation; the man admitted responsibility for the collision and agreed to pay for the damages, Baugh said. Baugh suffered a mild concussion,not enough to keep him from attending a Central Committee meeting five days later, then catching a red-eye to Washington, D.C., for George Bush’s inaugural
