One of Santa Ana’s first Opportunity Zone projects has begun, a 40,000-square-foot office building called First Harbor Plaza, by Diamond Bar developer Primior,
Opportunity Zones are projects that offer tax benefits for investors to spur work in economically distressed areas; OZ work is growing in the state.
Primor plans a second such project in the city, Westfair Plaza, slated to include offices and retail.
